Poor FIDO. His owner still walks him every day but when he makes a poop, he leaves it there. It looks bad, smells awful, and breeds worms to infest other dogs and some humans. PLEASE be a good dog owner and PICK UP AFTER YOUR FIDO.

I just read about a company who has created a product that will help deter owners from not scooping up after their dogs have done their business. The program is called PooPrints. They use DNA technology to match the mess to a registered dog. This PooPrints program could be a great solution to your problem.
